Bac Luan Commercial and Logistics Zone
The Bac Luan Commercial and Logistics Zone, situated along both sides of the Bac Luan II Bridge approach (Hai Hoa Ward, Mong Cai City, Quang Ninh Province), will be developed with a comprehensive infrastructure for technical and social services to meet the needs of residence, commerce, and trade.
The project promises to contribute to the development of the border trade and economic center, industrial and port logistics, and comprehensive services in Quang Ninh Province and the Northern Economic Region. It will also enhance the national tourism area with a focus on sea and island tourism.
Trade and Logistics Connectivity Location
Bac Luan II Bridge is being constructed to alleviate traffic congestion on Bac Luan Bridge and enhance trade and tourism relations between Quang Ninh Province (Vietnam) and Guangxi (China). The Bac Luan Commercial and Logistics Zone, located on both sides of the Bac Luan II Bridge approach, is positioned as follows:
+ East: Adjacent to the Bac Luan II Bridge inter-agency control area.
+ West: Adjacent to residential areas and functional zones in Subzone A2 of the Mong Cai Border Gate Economic Zone master plan.
+ South: Adjacent to residential areas and functional zones in Subzone A3 of the Mong Cai Border Gate Economic Zone master plan.
+ North: Adjacent to green spaces and the border corridor of the Subzone 2 master plan with a 1/2000 scale for the areas on both sides of the Bac Luan II Bridge approach.
Project Legal Documentation
- Document 642/TTg-KTN dated May 12, 2014, regarding the implementation of the Bac Luan II Bridge approach road in Mong Cai City, Quang Ninh Province under the BT Contract model.
- BT Contract No. 08/2015/HĐBT dated February 11, 2015, between the competent authority - Quang Ninh Department of Transport and the consortium of investors including: Phong Trach Guangdong Electrical Equipment Manufacturing Co., Ltd., An Dak Investment Development Group Joint Stock Company of Guangxi, Sanshe Pty Ltd (Australia), and the project company: An Dak Investment Development Group Joint Stock Company.
- Decision No. 188/QĐ-BLKKT dated August 30, 2017, approving the 1/500 detailed planning of the project within the 1/2000 planning boundary of the Bac Luan Bridge approach area in Hai Hoa Ward, Mong Cai City, Quang Ninh Province.
- Investment Certificate No. 7812343674 issued on January 12, 2018, for the registration of the commercial, financial, and logistics project, including warehouses and production facilities, on both sides of the Bac Luan II Bridge approach in Hai Hoa Ward, Mong Cai City, Quang Ninh Province.
- Investment Cooperation Agreement No. 02/2019/HĐHTĐTKD dated August 13, 2019, for the project of commercial, financial, logistics, warehousing, and production area on both sides of the Bac Luan II Bridge approach, covering approximately 181 hectares in Hai Hoa Ward, Mong Cai City, Quang Ninh Province.
