Yen Phong urban development in the period 2017 - 2025, orientation to 2030: Creating position, attracting investment
As a traffic hub, National Highway 18, National Highway 3, inter-provincial roads, Yen Phong I, II Industrial Parks; the district is located in the northwest of Bac Ninh province, along the Cau River with many Quan Ho villages recognized by UNESCO as world intangible cultural heritage.
Potential and advantages
Decision 541 of the People's Committee of Bac Ninh province approving the Yen Phong urban development program for the period 2017 - 2025, with a vision to 2030, sets the goal of "Focusing all resources on investing in the construction of infrastructure works so that Yen Phong urban area meets the criteria of a type IV urban area by 2019, a town by 2020 and a district by 2022".
Outstanding development
Chairman of Yen Phong District People's Committee Nguyen Anh Tuan said that in recent years, Yen Phong has made efforts in building urban infrastructure and has achieved outstanding results in socio-economic fields. The district has advantages in developing the proportion of industry, of which Yen Phong I, II Industrial Parks started construction in 2005 with an investment capital of 3.4 billion USD, is an attractive destination for Korean investors such as Samsung, Orion, Flexcom, Dongsin... The industrial parks have made great contributions to the growth of industrial production, increasing export turnover and competitiveness of the economy, creating jobs with stable income, contributing to promoting the development of service types in the area. Social infrastructure and technical infrastructure systems are invested in with many new construction, upgrading and renovation projects, especially the transportation system, offices, medical facilities, culture, schools, electricity, water supply, telecommunications systems, etc. are being built quite synchronously, towards a civilized and modern urban area.
Looking at the summary results of Yen Phong, in 2018, local budget revenue reached 1,347,715 million VND, reaching 184% of the district's annual estimate and 199% of the province's assigned estimate. Average income is estimated at 57.72 million VND/person/year (equal to 0.9 of the national average), an increase of 5.76 million VND (11.1%) compared to 2017. With many efforts to attract investment and develop socio-economic and urban construction fields, the area planned to establish Yen Phong town has made outstanding developments, the economic structure has shifted in the right direction, contributing positively to the socio-economic development of Yen Phong district in particular and Bac Ninh province in general.
Meet the criteria
According to Decision 1369/QD-Tg of the Prime Minister dated October 17, 2018, approving the project to adjust the Construction Planning of Bac Ninh province to 2035, with a vision to 2050, the area planned to establish Yen Phong town has an area of 96.93 km2, together with Bac Ninh city, Tu Son town, Tien Du district, Que Vo district, playing the role of "locomotive and nucleus" to promote the socio-economic development of the province, meeting the standards of a type I urban area directly under the Central Government, as a basis for building Bac Ninh province into a city directly under the Central Government. |
Based on the assessment and classification of urban areas based on the current status and management data up to December 2018 of specialized agencies to plan for the construction and development of urban areas in the area expected to establish Yen Phong town, Yen Phong district, relevant units and departments of Bac Ninh province will synthesize, analyze data and compare with the regulations in Resolution No. 1210/2016/UBTVQH13 to compare and evaluate points according to 5 criteria prescribed for type IV urban areas under the province.
With the scores for urban assessment and classification specified by 5 criteria and 59 prescribed standards, up to now, Yen Phong district has achieved 5 criteria, including criterion 1, on location, function, role, structure and level of socio-economic development (achieving 20/20 points); criterion 2, on urban population size (achieving 8.0/8.0 points); criterion 3, on population density (achieving 6.0/6.0 points); criterion 4, on the rate of non-agricultural labor (achieving 6.0/6.0 points), criterion 5 on the level of infrastructure development and urban landscape architecture (achieving 50.55/60 points). However, there are still some groups of standards that have not been achieved such as urban-level medical facilities; the rate of urban wastewater treated to meet technical standards; funeral homes; urban trees; Ratio of civilized urban streets to total main axes…
Chairman of Yen Phong District People's Committee Nguyen Anh Tuan shared that, with the groups of points that have not been achieved, Yen Phong has proposed solutions to overcome the urban classification standards by 2030, the goal is divided into 2 specific stages, the stage by 2020 and the stage 2021 - 2030. Accordingly, continue to invest in building and developing synchronous urban infrastructure, commensurate with the function of a type IV urban area, review, implement and complete construction investment projects on schedule, contributing to improving the quality of life of the people, creating a civilized, modern and sustainable urban landscape architecture.
